The Victoria Project

I was shaken to find out that, after she disappeared (on July 13, 2007), people reported having seen her all over the country. I was shaken to see to what lengths people went to try and find her. The last straw, for me, was watching the movie “ROOM”.
I try to wrap my head around how my RV, which, is, in fact, nothing more than a heap of metal, can be found almost instantly in the event it would disappear, but to find a missing child, one must wait days, months, years, or even forever, suffering and withering inside. Each year, in Quebec alone, over 7,000 children are reported missing. Of these, close to 90% are found quickly, but what happens to the remaining 10%?
Should the results to the “Victoria” survey be conclusive—meaning that 80% or more of respondents are in agreement with the project—our best efforts will be deployed to make certain that, someday, all children who go missing can be found instantly.
Following the abduction of nine-year-old Amber Hagerman in Texas, the American congress passed the Amber Alert Bill on April 30, 2003. On May 26, 2003, Quebec enforced the Amber Alert program throughout the province; this allowed several missing children to be found promptly, including baby Victoria, who was taken from the Trois-Rivières hospital on May 26, 2015. Should the “VICTORIA” project receive sufficient support, it would become possible to pinpoint precisely the location of a missing child. In my opinion, this project is undoubtedly an integral complement to the Amber program.
Is there anything I can do to ensure that, someday, any missing minor child may be found instantly?
